A Design Authority may control design choices within delegated programme authority. The Board still governs.
The distinction matters. In major programmes, the term Design Authority is recognised and useful. Such a forum may properly exercise delegated authority over design baselines, standards, architecture, integration, controlled change, and material design decisions. But that authority must remain bounded, evidenced, traceable, and connected to the lawful route through which assurance and judgement travel.
